This is the reason why after many years without a hard-line phone at home I will re-install one. Cell phone networks simply do not work during emergencies. Same thing happened during 9-11 and also has happened during massive weather events. And it is unlikely that internet-based VOIP will also be working. Hard-line phones work even when the power is out. Other options include CB radio and long range walkie-talkies.
